摘要
White Paper on growth, competitiveness and employment was issued in 1993 when the unemployment rate reached alarming levels in most EU Member States. The aim was European strategy on the economy and employment in Europe and the first priority was employment. We know very well that one of the reasons of the EU constitution was to become the most dynamic and competitive economic environment, able to achieve sustainable economic growth with more and better jobs. European Employment Strategy aims employment in regional terms. To implement the first strategy, the occupation has created a financial instrument - the European Social Fund, which finances and present actions of the Member States, focused on preventing and combating unemployment, human resource development and labor market integration, equal opportunities for men and women, sustainable and economic development.
