Urban land use safety is affected by some geological disaster factors, such as goaf collapse, karst collapse, earthquake, and so on. Safety evaluation is one of the main problems in city land use planning for disaster prevention, in which GIS-based multi-criteria evaluation (MCE) method is the key to be solved. As relatively new concept, using ordered weighted averaging (OWA) can generate a wide range of decision strategies through calculating order weights and criterion weights. Calculating method of order weights based on rank-order approximation, and construction method of comparison matrix for criterion weights based on analytical hierarchy program (AHP), are introduced. Decision risk is discussed through analyzing OWA evaluation procedure. According to the data of geological disaster in Tangshan City, safety evaluation criteria for all disaster factors based on distance are constructed, attribute values of disaster factors are fuzzy quantifiers, and land use safety in Tangshan City is evaluated. Finally, calculating results are analyzed, and some advice is proposed for land use planning in Tangshan city.
