摘要
With the development of urbanization, casualties and property losses caused by flooding have a accelerating potential, and one of the most effective response strategies available in flood management during flooding is evacuation. This paper presents recent trends towards the development of GIS in this field in Part 1: investigating applications of network analysis, in particular the "shortest path" problem, proposes several principles in the process of flood evacuation planning (FEP) in Part 2, examines the role of GIS in FEP and its four, often overlapping, phases: (1) basic data collecting and sorting; (2) flood risk analyzing and calculating; (3) evacuation mapping (4) evacuation analyzing in Part 3 with an example application, and concludes with that example that GIS has a long way to go to meet more precise needs.
