Research on Urban Rail Transit Financing Operation Modes

On the basis of urban rail transit financing current situation, main problems, and with the experience of Beijing,Shanghai,Guanzhou and Hong kong urban rail transit financing modes in China. This paper aims to propose a new financing way-rail transit financing with local government guiding fund as the main part. The rail transit industry financing guiding fund way can be feasible for developing Western China, attract the private enterprises finance for the rail transit construction and land resource financing policy. Furthermore, the local government, rail transit enterprise and industry guiding fund have different roles have been categorized in this paper, government should be the right place when financing ways diverse, from one for financing to one for supervision.
