The Value Orientation of Public Management Reform in China: the Integration of Public Management and Democratic Administration Paradigm

摘要
The administrative paradigm is based on the practice of the administration as well as its development. Different administrative paradigm includes different administrative reform and development values and orientations. The traditional administrative paradigm results from two key points: the one is the separation between politics and administration; the other is Web's bureaucracy theory. The newly public management movement and reform in America is the review of traditional bureaucratic administration. The movement and development of new public management targets to the economy, efficiency and effectiveness, while the theory of new public service tries to answer this question "when government steers the ship in the water of society, who empower this power and rights to the government ? Who is the real owner of this ship?" In fact, the civil rights is the foundation of the public service provided by government. Also, many kinds of governing practices and the theory of governance or "good governance" indicate its return to repetitive overlapping democracy administration. Now, Chinese government gets involved in the globalization. More and more people require participation in the course of decision and action of many public policies. Chinese special administrative developing stage determines the orientation in all administrative reforms and public policy decision must integrate the paradigm between public management and democratic administration.
