Quality approach in psychiatry: How do we decide what questions are relevant?

Possible failures of the quality approach are described. A simple typology is suggested to describe quality approaches. The first axis shows the relative importance of description and prescription. The second one shows the relative importance of the interplay among actors and resources management. The relevant questions relate to a central one: in a given situation, what balance do we want between description and prescription, between the interplay of actors and resources management by experts?
