Asymmetric Information Mechanism in the Administrative Compensation

摘要
The improvement of compensation system and its practice have great significance to the protection of human rights and realization of social equality and justice in China. However, because of the compensation process's own problems, especially the information asymmetry closely related to the media, the fragile administrative compensation process is difficult to function normally, which leads to the low efficiency in solving a growing number of administrative compensation disputes. The author holds that among various factors, the information asymmetry, the ineffective administrative supervision, the lack of correct guidance of public opinion and the insufficient mass medium literacy are the key causal factors for the low efficiency of administrative compensation mechanism. In the current political system of China, the independence of the media is limited; the existence of the interfering factors resulted from complex social ecology and caused by social transformation influence the objectivity of media reports. Hence social information asymmetry is not a partial problem, but a result of the whole social mechanism. Better performance of mass media in the information communication requires that the media can be devoted not only to exposing the defects and limitations of government management, but also to getting rid of their own limitations, such as the problems in their ownership structure, economic structure, etc.
