摘要：

This article systematically introduces the questions in constructing innovative cities for resources-based cities, such as the insufficient innovative idea, the sole industrial structure, the insufficiency of technical innovation system, the technical innovative talents and deficient intelligence resources. It puts forward some proposals for the construction of innovative cities via the idea innovation, the formulation of industry innovation development strategies, the perfection of science and technology innovation system, and cultivating innovative talent.
