摘要
This work tries to demonstrate the association between the human capital quality and perspectives on the country's performance. It is classic that growth and prosperity depend largely on the widespread endowment and utilization of the human capital of its citizens. This work is approaching important aspects of the human capital quality and their influence on the economic and social performance. The main methods are observation and case study of Romania compared with Central and Eastern European Countries. The data and indicators used are from Eurostat, OECD and other European institutions that cover the educational economic field. The key contribution of the paper refers to the necessity of increasing the human capital quality. We must channel investment into life-long learning and education towards the long neglected fundamentals while reducing state presence and allowing for larger presence of the private sector and greater competition in higher education.
