摘要：
This paper reviewed the history of the establishment of low-carbon development targets in China. The process was classified into four stages. The key strategies of the Chinese government adopted towards low-carbon development were analysed. The strategic perspective includes strategic documents such as white papers, national development plans and key government speeches. The result showed the view of the government on environmental problem was a changing process, whilst low-carbon development received increasing attention in governance of China.
