Environmental Sustainability and its interaction with environmental ergonomics: discussions Brazilian legal instrument for public works contracting

Brazil has published the normative statement 01 in January 19, 2010 providing for environmental sustainability criteria in procurement of goods, contracting for services or works for the federal public administration. This standard represents an evolution in the position of legislature in defense of the rational use of public property, which states that the project basic executive and public works should be designed aiming at economy of maintenance and operation of the building, reducing energy consumption and water as well as use of materials and technologies that reduce environmental impact. Thus, this article aims to explain the key factors cited for this statement to be normative considered in evaluating proposals for procurement of works, showing the interaction with these environmental ergonomics. The object of analysis of this research lies in the relationship between environmental comfort, quality of facilities and elements that minimize the projective wasteful government spending. Will be discussed also the challenges of public managers adopting such environmental criteria in selecting the most advantageous proposal to the interest public. The study uses UFPB as an object for evaluating the process of hiring new construction of classrooms and laboratories to house the undergraduate designed to meet the Government's Programmer of Support to President Lula, Plans Restructuring and Expansion of Federal Universities. We sought to analyze the documents generated in the bidding process, evaluating them in relation to key variables related to the concepts of sustainability and environmental ergonomics. The Test result points to the urgent need for public administration to adapt its current procedures of project design and contracting works to meet this legal instrument, we observed the widespread use of artificial lighting and air conditioning as well as conventional materials.
