Results from the HERA collaborations H1 and ZEUS on the diffractive structure function are presented. Intermediate Q(2) data are successfully described by a two-component Regge-motivated model, and QCD analysis reveals the pomeron to have a large gluonic content. Recent low Q(2) data confirm the rise of the effective pomeron intercept with Q(2), which is unexpected for a simple Regge pole. The qualitative features of the data are successfully described by the "saturation" model.
