Efficiency Evaluation of Construction Industry under Environmental Regulation Based on Undesirable DEA

摘要
Based on the panel data of the 30 provinces from 2006 to 2013, the paper constructs the undesirable DEA model by using the input index and the output index, to measure and evaluate the efficiency of the construction industry, including the calculation of the expected output-carbon dioxide emissions. At the same time, through the comparison of different models, we sum up the efficiency of the construction industry under the environmental regulation or neither, and comprehensively evaluate the overall efficiency. The results show that: the overall technical efficiency is relatively low, but in the mass it presents a uptrend. There is a certain relationship between carbon dioxide emissions and the development of the construction industry. Appropriate environmental regulation has some advantages to the technical efficiency of the construction industry, and control the undesirable output to some extent. According to the empirical results, some policy suggestions are put forward to improve the efficiency of the construction industry.
