Approach of Preventing Soil and Water Loss in the Loess Plateau

摘要
The Loess Plateau, due to special natural condition and long - term human activities, becomes severe soil and water loss area with intense soil erosion, complicated category, concentrated spatial and temporal distribution, and the main source of sediment yield. To harness and develop the Yellow River, prevention and control of soil and water loss on the Loess Plateau should be strengthened. The paper puts forward the concept of harmony of nature and people, it also normalizes human being's construction activities and prevention behaviors in the light of law; a large area of vegetation can be restored by natural regeneration capability; by the comprehensive rehabilitation to improve ecological environment, relying on scientific and technological management to increase soil conservation and ecological consruction benefit. The basic approach of harnessing soil and water loss is three strategies with ten measures as following "taking prevention control as main task, taking protection as the top priority", "strengthening rehabilitation and emphasizing the focus", "creating new mechanism, normalizing management" to identify ten - year target of prevention and control.
