A Framework of Innovation Driven Eco-system for Dubai

His Highness Shaikh Mohammad Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai held a special Cabinet meeting in November 2014 at Fujairah s historic fort and under the directions of Sheikh Khalifa, the President and the Cabinet designated Year 2015 as the Year of Innovation. The intention was to initiate activities at federal government levels that may attract national skills, promote research and development. Furthermore it was desired that a national level cadre be launched that may eventually lead Dubai s future towards more progress, prosperity and innovation. In an attempt to understand what drives innovation in general and particularly within Dubai, this research paper examines drivers of innovation and compares them with top-rated innovative cities of the world. The paper critically reviews steps taken by the Government to make UAE one among the most innovative nations in the world within a 7-year period and as case study examines Small-Medium Enterprises (SMEs) sector, as it happens to be key one of the key performing sectors.
