摘要
Integrated catchment management refers to the management of a catchment as a complete ecological, social and economic system, namely regarding the natural conditions, ecological environment, natural resources and social economy with the catchment as air entity consisting of inter-reactional, interdependent and interactional elements. Based on die careful study of the ecologic, economic and social features within a catchment, through the long - term catchment planning, elements are fitted into its framework of overall harnessing and regulation, the relationship among society, economy and environment is harmonized and the integrated benefits in aspects of society, economy and environment are optimized so as to assure keeping sound catchment environment and brought sustainable catchment functions into play. However at present, it is difficult to form a harmonious integrated catchment management structure from the macromanagement system in China, so affecting the realization of sustainable development goal in the society and economy of a catchment. Therefore, deep analysis and study of the integrated catchment management structure and roles of the catchment agency will hell) us to have a better understanding of the status for the present catchment management, especially put forward some ideas mid countermeasures to solve the problems, really do well administrative work pursuant to law, enhance integrated management for a catchment, promote the harmonious development in the society, economy and environment of a catchment, thereby it has an important practical significance.
