This paper, firstly, analysis some problems about the energy policy, environment, users in the demands and supply, and elaborate the opportunities and challenges in the development of the building energy efficiency services market. Abased that, the measures and suggestions puts out to these problems by efficiency evaluation criteria, industry entry barriers, technological innovation, human resources training, policy implementation, economic incentives, market prices, diversification of financing.
