This article proposes to undertake a brief reflection on the implementation of public policies, drawing a parallel between how they are established as instruments for organizing the public structure and their repercussions that influence society and its organization. Frey (2000), Sarmento (2012), Lascoumes and Gales (2012), and Mainardes, Ferreira, and Tello (2011) were used to substantiate the discussion. It is, therefore, a qualitative bibliographical study. Thus, the present study sought to highlight that public policy and educational policy are instruments of the State that should contribute to society, qualifying the practices of public bodies and making them more accessible.
