摘要
The disaster caused by the tropical cyclone "Mangkhut" in Guangxi Beibu Gulf Economic Zone (GBGEZ) created a problem in dispatching emergency supplies from multiple supply points to multiple demand points. Establishing a fast, efficient, low-cost emergency supplies dispatching (ESD) model is particularly important. Through the characteristics of emergency supplies from multiple supply points to multiple demand points, the traditional provincial & RARR; prefecture-level city & RARR; county step-by-step emergency supplies dispatching model and provincial & RARR; county direct emergency supplies dispatching model were established using the operation method on the graph (OMG). This method can effectively solve the demand for emergency supplies in disaster areas. From the perspective of the total transport tons & BULL; km of the two emergency supplies dispatching models, compared with the traditional provincial & RARR; prefecture-level city & RARR; county step-by-step emergency supplies dispatching model, the provincial & RARR; county direct emergency supplies dispatching model based on the operation method of the graph saves 31,031 tons & BULL; km, with a saving rate of 16.56%. The provincial & RARR; county direct emergency supplies dispatching model based on the operation method on the graph has lower cost, saves limited dispatching resources, and has a better effect. The method can provide a reference for the emergency management departments of Guangxi governments at all levels to formulate emergency supplies dispatching schemes for Guangxi Beibu Gulf Economic Zone.
