Digital strategies and public services and relations with strategic digital city sub-projects: cases Brazil and Germany

摘要
Public managers seek in city strategies and public services to expand the quality of life of citizens, drawing on effective public policies. The objective is to analyze the city strategies and digital public services and their relations with strategic digital city subprojects. The research methodology emphasized the study of multiple cases in the cities of Toledo-Brazil and Oldenburg-Germany, using a protocol with 5 variables. The results showed 308 municipal strategies in Toledo: social (34.41%); human development (25%); rural, urban and environment (21%); economic and management (8.44%); institutional (10.71%); and community participation strategies (46.14%) related mainly to the themes: social and education. Of the 47 digital public services available, 25.53% enable digital interaction with the user, and 74.47% refer to information services (without digital interaction). In Oldenburg 34 municipal strategies were identified: social (20.58%), health (14.70%), environment (11.76%), and science and technology (11.76%), related to the themes: urban infrastructure and transportation (31.25%), and public management (18.75%). Of the 76 digital public services available, only 21.05% allow digital interaction with the user, and 78.95% refer to information services (without digital interaction). The conclusion reiterates that the articulation between city strategies and digital public services characterizes the existence of an informal strategic digital city project, facilitating the city management through public administration, public policies and extending the citizens' quality of life, as well as the interaction between managers and citizens.
