Socio-Environmental Conflicts and Development of Public Policies in the Territory of Jardim Apur? (SP, Brazil)

The development of public policies is fundamental and, currently, they need to gain sustainable contours. The Jardim Apura neighborhood is an area characterized as an Area for the Protection and Recovery of Water Sources, located on the outskirts of the southern zone of the city of Sao Paulo, it houses two large facilities that directly impact the daily life of citizens residing in this territory, a scenario that results in a complexity of conflicts between the right to a sustainable environment and the right to housing. The main objective of this empirical study is to analyze the socio-environmental public policies in the neighborhood during the implementation of the Residencial Espanha project and the beginning of the implementation process of the Parque dos Bufalos, from 2017 to 2021. to identify the conflicts and the necessary conditions for the minimization of the conflicts in the studied community. As a result, we present the history of the implementation process of Parque dos Bufalos and the delivery of the apartments of Residencial Espanha, a map of socio-environmental conflicts in the territory, pointing out some eminent needs, such as intersectoriality and a social participation that allows a more adequate and fair management, as well as sustainable for the local community.
