摘要
The earthquake of September 19 of 2017 had economic and social effects in Morelos, Mexico, particularly on the vulnerable population. This work shows the difficulty of the State to foresee and mitigate the effects on this sector based on three categories, resilience inputs, continuum of vulnerability and resilient search continuum, which describe the lack of state support, the instability of settlements and the corresponding adjustment to emerging crises, respectively. To make instrumental use of these categories, mitigation policies are reviewed and the operation of the university collection center of the Universidad Autonoma del Estado de Morelos.
