摘要：
The article analyzes the organizational and legal foundations of the state administration of public education in the USSR in the 1970s on the base of regulations and official documents of that time. Conclusions are drawn about the strengths and weaknesses of the structural and functional construction of the public administration system in this industry. The possibilities of using the managerial experience of that time in the activities of public administration bodies of education in modern conditions are considered.
