摘要
This article analyzes the functions and effects of direct democracy in Uruguay, especially in recent years (2005-2021). It studies the plebiscites and referendums that were actually carried out, and also those that were initiated but did not materialize because they did not achieve the necessary signatures or adhesions. The main objective of this research is to show that the mechanisms of direct democracy constitute an institutional way to channel and givevoice to social discontent, contributing to avoid the democratic deficit and the social outbreak
