Does supplemental irrigation enhance smallholder monsoon season rice yield? Evidence from Bangladesh

Irrigation is one pillar of the Green Revolution that drove dramatic agricultural productivity gains across Asia. In Bangladesh, irrigation uptake has been so significant that 97% of dry-season rice is now irrigated. While most Bangladesh monsoon rice is completely rainfed, supplementary irrigation is sometimes employed where late monsoon onset is potentially yield-limiting. Station-controlled experiments provide a narrative of positive yield benefits from supplementary irrigation. In contrast, statistical evaluations of actual farm experience mostly show no yield benefit and lower profitability for supplementary irrigation adopters. To add evidence on this controversial practice, we evaluated data from 2012 and 2015 Bangladesh farm household surveys with causality econometric approaches that control for differences between supplementary irrigation adopter and non-adopter groups. After controlling for self-selection and endogeneity, we found no statistically significant yield benefit for supplementary irrigation. Our results support scepticism about the profitability of supplementary irrigation. As such, we recommend careful consideration of the mixed evidence on effectiveness in future supplementary irrigation project benefit cost analyses. Further evidence over a longer time and accounting for a broader range of crops is also important moving forward. L'irrigation est l'un des piliers de la revolution verte qui a entraine des gains spectaculaires de productivite agricole dans toute l'Asie. Au Bangladesh, l'irrigation a ete tellement importante que 97% du riz de saison seche est aujourd'hui irrigue. Alors que la majeure partie du riz de mousson du Bangladesh est entierement pluviale, l'irrigation supplementaire est parfois utilisee lorsque l'apparition tardive de la mousson risque de limiter les rendements. Les experiences controlees en station fournissent un recit des avantages positifs de rendement de l'irrigation supplementaire. En revanche, les evaluations statistiques des experiences reelles des exploitations agricoles ne montrent generalement aucun avantage de rendement et une rentabilite moindre pour les utilisateurs d'irrigation supplementaire. Pour ajouter des preuves sur cette pratique controversee, nous avons evalue les donnees des enquetes sur les menages agricoles au Bangladesh de 2012 et 2015 avec des approches econometriques de causalite qui controle les differences entre les groupes d'exploitants d'irrigation supplementaire et les groupes de non-exploitants. Apres avoir controle l'auto-selection et l'endogeneite, nous n'avons trouve aucun avantage statistiquement significatif pour le rendement de l'irrigation supplementaire. Nos resultats confirment le scepticisme quant a la rentabilite de l'irrigation supplementaire. A ce titre, nous recommandons un examen attentif des donnees probantes sur l'efficacite dans les futures analyses des couts-des avantages des projets d'irrigation supplementaires. Il est egalement important de disposer de preuves supplementaires sur une plus longue periode et tenant compte d'un plus large eventail de cultures.
