GIS-Enabled Resilience Strategies for Post-Disaster Reconstruction: A Case Study of Pakistan

摘要
The floods in 2022 resulted in significant damage to infrastructure and livelihoods. Being vulnerable to climate change, Pakistan must convert this adversity into an opportunity by developing robust, efficient, and resilient post-disaster reconstruction (PDR) strategies. This paper aims to identify and develop GIS-enabled resilience approaches and strategies that Pakistan's stakeholders can use in the PDR. The triangulation approach is adopted to identify GIS-enabled resilience strategies for PDR. This research involved a systematic review of current GIS and PDR resilience strategies, as well as an exploration of GIS-enabled resilient PDR strategies. The strategies were further refined through a questionnaire and interviews with stakeholders in Pakistan. The results from triangulation research show that GIS-enabled resilience strategies play a pivotal role in making PDR more resilient and sustainable. The research will help the Government of Pakistan and other developing countries to improve efficiency during PDR and priorities investments in climate-resilient infrastructure.
