Central bank digital currencies: From idea to implementation

摘要
This publication is dedicated to fiat digital currencies, the idea of the creation of which has captured more than half of the countries in the world. Fiat digital currencies are already being issued in some countries, while in others the issue of their introduction is only being discussed. This new financial and legal instrument is currently being tested in the Russian Federation. Based on the method of comparative law and other methods of scientific knowledge, the author reveals both the general legal properties of digital currencies of different countries and generates their differences. Foreign experience allowed the author to formulate the advantages and disadvantages of digital currencies of central banks. The Russian practice of introducing a digital ruble did not go unnoticed in this article. The publication touches on problematic issues of the topic, in particular, the legal nature of digital currency, the content of the concept of "digital wallet". The author, in addition to general scientific ones, primarily uses such special methods of scientific knowledge as the formal legal method, the method of comparative law, empirical methods such as collecting data on the distribution of digital currencies of central banks in the world, observation.
