Urban informality, the right to housing and land and urban regularization: consequences of the emergency crisis

摘要
With the health crisis as a result of COVID-19, the concern with the housing of the population in a situation of social vulnerability has increased. In this sense, this study seeks to analyze the consequences of the resulting emergency crisis, considering the theoretical references of urban informality, the right to housing and land and urban regularization, pillars that support the debate on social housing in Brazil. The work intends to investigate, from the theoretical, legal and normative references related to the theme, what are the consequences in the legal and urban field that the emergency crisis brought about in the debate on social housing in Brazil. As for the methodology, the research is interdisciplinary and sociojuridical. The discussion is based on a normative perspective, seeking a necessarily practical character in the discussions put on the subject. The research developed has as its ultimate objective to contribute to the debate on the social right to housing in Brazil, especially in light of the socio-territorial inequalities that the emergency crisis has opened up, highlighting new arrangements for Law and Urbanism, as challenges for agents involved with construction of a right to a sustainable and inclusive city.
