摘要：

This article seeks to analyze the cultural heritage preservation policy in the municipality of Campos dos Goytacazes, RJ. With a focus on the performance of the Council for the Preservation of Cultural Heritage (COPPAM), which acts as the protagonist in the management of preservation policies. The understanding of the functioning of the council was based on the construction of the profile of the councilors and their opinions regarding the effectiveness of the organ, its relationship with the public power and the observation of the council meetings. Thus, it was possible to bring about a discussion about the management of public policies for the preservation of cultural heritage, taking into account the values and singularities belonging to the scope of these policies.
