Analysis of Korean Road Traffic Regulations to Establish Legal Layer for Evaluating Safety of Autonomous Driving

摘要
Currently, many governments, global automakers, and IT companies have been showing increasing interest in autonomous vehicles (AVs). Therefore, the research, development, and testing of AVs are underway worldwide and the development of scenarios for AV safety evaluation is emerging as an urgent issue in various nations and institutions. However, in Korea, research on an appropriate legal system for AVs is necessary because the existing one is insufficient for the development of a scenario for evaluating autonomous driving safety. In this study, the present legal system related to autonomous driving in Korea was selected to establish a five-layer format-based autonomous driving scenario for the PEGASUS project. The possibility of the expansion and improvement of the methodology was proposed by conducting a legal system analysis. Finally, an analysis of the related legal provisions for each layer was conducted to highlight the necessity of a legal system that is suitable for the era of autonomous driving in the future.
