变动时期美国科技政策发展的逻辑和走向——从特朗普到拜登

摘要：
自2017年美国特朗普政府开始,美国科技政策做出了一些重大改变,对美国和其他国家产生了很大影响,认识美国科技政策发展的逻辑和未来走向具有重要意义。本文从分析科技政策在美国的含义和影响出发,对特朗普政府四年科技政策的主要进展做深入探讨,概括总结拜登政府科技政策的要点,分析美国科技政策发展的内在及外在因素,提出美国科技政策未来发展的若干趋势和对中国相关的政策建议。
