摘要
Following the deepening of reform and opening, China has seen rapid economic construction. The development of its railway construction, nevertheless, cannot meet the high-speed development of the national economy. To improve the bottleneck caused by lack of rail services, the government has worked out a series of preferential policies, setting up the Railway Construction Fund to make sure railway construction gets the capital it needs.
