政治关系、反腐败与土地出让价格——基于微观土地交易数据的实证研究

摘要
本文利用2008-2014年我国上市房地产开发企业的微观土地交易数据,研究上市房地产开发企业的政治关系对土地出让价格的影响及其作用机制。研究发现政治关系会显著降低房地产开发企业的土地出让价格,但反腐败政策出台后,政治关系对企业土地价格的降低作用被显著弱化了。对影响机制的进一步研究发现,有政治关系的企业土地起始价较低,并且更倾向于通过挂牌出让方式拿地,进而降低了土地价格,而反腐败弱化了这些机制的作用。本文的研究肯定了反腐败对土地交易市场的积极意义,并且针对当前土地交易制度提出了相应的政策建议。
