Global energy governance refers to actions taken by countries and relevant stakeholders around the world to coordinate and solve cross-border energy issues. Energy issues matter to security and development. However, the current global energy governance system is still decentralized and fragmentary, and lacks a widely representative, coordinated and effective energy governance mechanism. Currently,
