摘要：

通过构建政府、VC与创业企业三方创业投资策略行为的演化博弈模型，运用MATLAB模拟基于主体价值最大化的三方策略选择，最终根据三方博弈结果演化仿真其理想状态。结果表明：在当前我国发展机制尚未健全的政府引导基金模式下，博弈三方策略选择的过程极易受到任一方策略选择的影响，只有统筹考虑三方主体价值最大化原则才有利于引导其协作发展；政府干预成本、政府惩罚额度以及政府补贴力度等对系统主体策略行为选择能够产生较强影响，从而有效规避市场不规范行为，促进系统平衡稳定。
