The Bolsonaro effect on audiovisual promotion policy in Brazil

摘要
This article examines the political aspects of the crisis in Brazil's audiovisual promotion policy during the Bolsonaro administration (2019-2022). It is based on information from questionnaires applied to independent producers and technicians and analysts from the National Film Agency (Ancine), as well as official reports from the Agency and news from the specialized press. The COVID-19 pandemic was a circumstantial factor both in government decisions and in the effects of the crisis. The conclusion highlights that the crisis resulted from government actions aimed at hindering or paralyzing audiovisual policy implementation and disrupting the stability of public funding. However, the government's effects were limited. The institutional strength of Ancine and the central mechanisms of audiovisual policy, together with the capacity for articulation and resistance of independent national producers, were fundamental factors in preventing the policy from being dismantled during the period analyzed. A significant outcome is the urgent need to regulate the streaming market in Brazil, particularly considering the COVID-19 pandemic's effects.
