It's About the War: Norwegian Public Opinion About NATO and the EU Before and After Russia's Full-scale Invasion of Ukraine

摘要
Russia's full-scale invasion of Ukraine in February, 2022, constituted a shock that transformed Norwegian public opinion about foreign policy. Data from the Norwegian Citizen Panel show that support for strengthening of Nato's military forces in Eastern Europe increased markedly from 2016 to 2022-24. Support for Norwegian membership in the European Union has also increased significantly in the wake of February, 2022, but supporters remain a minority. Data collected from the same individuals before and after the invasion show that the change in opinion toward EU membership is particularly large among older respondents and those with higher education. Since these groups were already more in favour of EU membership, the data indicate a clearer segmentation of public opinion on this question.
