Foreign economic policy in the face of the challenges of poly-globalisation: the case of Uruguay

What layers of analysis are essential when considering the design and implementation of foreign economic policy for small countries situated on the margins of international relations, such as Uruguay? This paper addresses this question by examining the challenges posed by the contemporary international economic order in the era of poly-globalisation era, structured around three analytical layers. First, it assesses the dynamics of change and continuity, alongside the opportunities, threats, and challenges presented by the current multilateral system. Second, attention is given to the main policies and strategies of major economic powers (the United States, China, and the European Union) in relation to Uruguay and the Latin America/Mercosur region. Lastly, the paper analyzes the regional context in which Uruguay's primary strategy for economic integration, Mercosur, is developed.
