摘要
The article focuses on the diplomatic action of the Peruvian government of General Oscar Benavides in Spain during the Second Republic. It contrasts the high politics of the competent ministers with that of the Peruvian diplomatic and consular representatives in Madrid, arguing that diplomatic obligations took precedence over ideological considerations. International mediation and the right of asylum were the central issues on the diplomatic agenda. Conflict over the Republican government's violation of the right to inviolability of the Peruvian legation and consulate led to a confrontation that resulted in the severance of relations by Peru in March 1938.
