摘要
To complement existing buffer sizing studies, which often overlook variations in employee capabilities, this paper presents a buffer sizing method that integrates employee capability attributes. The proposed method considers both effort and skill factors, specifically procrastination level, work intensity, multitasking ability, and skill proficiency. First, the corresponding formulas for these four capability factors are developed. Next, the entropy-weight-TOPSIS method is applied to determine the weights of the indicators and to calculate a comprehensive capability attribute coefficient for employees. Then, the activity safety time is derived based on these coefficients, and the buffer size is calculated using the central limit theorem. Finally, a Monte Carlo simulation is conducted to compare the proposed method with the cut-and-paste and root square error methods. The findings indicate that the proposed method enhances project completion rates and reduces project duration. This study introduces and validates a new buffer sizing model grounded in employee capabilities, providing valuable insights for buffer sizing research and equipping managers with practical tools to optimize project risk management.
