Fuel consumption measurement on merchant ships has generally been inaccurate and is often viewed with distrust. Information available to ships' officers must be improved in order to motivate them to reduce costs. It is hoped to build a long-term data base, showing the characteristics of each particular vessel as a basis for fuel economies.
