This paper considers trends in (thermal) insulation in residential buildings and the ramifications for energy consumption and conservation. First data on ceiling and wall insulation from Australian Bureau of Statistics' national surveys in November 1980 and June 1983 are analyzed, and findings from other relevant surveys in South Australia discussed. Many of these provide information on consumer attitudes to insulation, the reasons for its selection and its perceived benefits. The role of governments in financial and regulatory areas of thermal insulation is discussed, and the results of studies which explore the relationship between thermal insulation and energy consumption reviewed. It is suggested that these market trends, consumer attitudes, and developments in financial and regulatory controls can be used more effectively to promote energy conservation.
