An earlier version of this paper; containing only description of Phase I implementation; was presented at the ASME Engineering Information Management conference in Irvine (1997). Jian Liang is currently working as System Engineer in the Computer Aided Design PBU at Unigraphics Solutions Inc. in Cypress; CA. She obtained her Master of Science of Mechanical Engineering from the Arizona State University in 1997 and BSME from the Central South University of Technology; China in 1992. Jami Shah is Professor of Mechanical & Aerospace Engineering and Director of the Design Automation Lab at Arizona State University. He holds a PhD from Ohio State (1984). His research includes geometric modeling; features technology; manufacturing planning; and information modeling. Roshan D'Souza is currently a PhD student at UC Berkeley; he obtained his MS in ME from ASU in 1999 and BE(Mechanical) from Karnataka Regional Engineering College; Surathkal; India in 1995. His research interests include STEP Translators; Feature Recognition; and Manufacturability Evaluation. Susan D. Urban is an associate professor in the Department of Computer Science and Engineering at Arizona State University. She received BS; MS and PhD degrees in computer science from the University of Southwestern Louisiana. Her research interests include semantic and object-oriented data modeling; integrity constraints; active database systems; engineering databases; and semantic heterogeneity in heterogeneous database environments. Kalyana Raman Ayyaswamy holds a Master's degree in Computer Science from Arizona State obtained in 1999. He is currently working as a Senior Consultant in the PDM Practice of Oracle Consulting Services; providing Integration solutions for PDM systems with Oracle ERP systems. Edward Harter is Manager; Development Computing Programs at The Boeing Company; Phantom Works. He holds a PhD from University of Illinois at Urban-Champagne. Prior to his current position he was Professor of Computer Science at University of Hawaii for 17 years. He has 12 years experience in The Boeing Company; chiefly as a database and software developer for engineering and manufacturing. Tom Bluhm is a Software System Engineer at The Boeing Company Phantom Works. He received a BS in computer Science from the University of Minnesota in 1982 and is currently completing a masters program for Engineering Management at Washington State University. Mr Bluhm has supported the development of ISO 10303 Standard for the Exchange of Product Data through participation on pilot projects coordinated by PDES; Inc;
