Problem of risk management aimed at increasing efficiency of design activities, related to ensuring reliability and safety of operations is considered. Substantiated and acceptable risk is supposed to be achieved at the expense of safety principle code realization by means of engineering analysis of potential accident situations according to the top-to-bottom and bottom-to-top scheme. Identification of systems, functions and elements, critical from the safety viewpoint at each stage of the complex design will enable timely application of corrective measures and decreasing risk from stage to stage. Availability of risk management process, based on comprehensive analysis of accident situations, optimizes initial source distribution, excludes at a maximum safety critical elements at the design stage and by so doing prevents operation of complicated engineering complex with unjustified risk.
