This paper discusses the issues relating to power delivery planning and describes a planning process within the framework of market simulations in the deregulated environment. In particular, the uncertainty of new generation siting and transmission utilization and their impact on power delivery system planning are addressed by a market simulation model. This model has been used to determine incremental benefit of transmission services capability, value of new capacity versus competing market to market power trading, and most importantly the reliability of customer services.
