The zero discharge power plant burns garbage and coal, uses sewage plant water to avoid depleting needed water reserves - and yet releases no pollutants. Lakeland, the Florida city that built the plant has had to contend with many operational problems. Cooling tower, refuse derived fuel and grate problems are described.
