摘要
The basic concept to provide the stability of communication networks is described. It includes the following issues: problems to be solved to provide stability of communication networks, subject of inquiry, ways to ensure stability of such systems, organization of necessary works and their financing. This problem can be effectively solved only by taking complex measures, including research and development works to be conducted in this field. This paper can be used in developing a concept and working program to provide the stability of Russian communication networks under the new economic conditions.
