摘要
It is shown that a high level of safety in the processing industry can be achieved relatively inexpensively. If the plants can be designed so that they contain safer materials or not so much of the hazardous ones then it will not be necessary to add so much protective equipment onto the plants. Examples are given of occasions when this has been or might be done. On other occasions, if hazards can be identified early in design it may be possible to avoid them by a change in design instead of controlling them by adding on protective equipment.
