It wasn’t always that way. Science and technology savvy universities (and their libraries); whose expansion in the World War II and the Cold War was often funded through direct grants from science foundations and the defense department or via indirect overhead revenues from STM research; initially embraced their STM faculty and their new publications. But the 1980s saw a strong backlash from those libraries when the financial officers at those very institutions that had profited from that external STM support began cutting back on the library spending. Monies that used to go to libraries now also went to a wide variety of other campus initiatives and departments; including wiring the entire campus for computing and funding the first generation of computers; a daunting challenge that had to be funded somehow (and which coincidentally; had become a sexier fundraising focus for parents; alumni; and corporate support campaigns). Faced with pressures to reduce costs; librarians saw the most expensive science journals as the likeliest cancellation targets to help them meet the expectations of their financial managers; although it is only fair to say that many humanities and social sciences books went unbought as well. The scientists; initially pleased and preoccupied by the advent of campus-wide computerization; seemed to be more irritated with the librarians who no longer supported their journal habit to the same degree as previously than aware of the fact that the accountants in Development were now in control of library budgets; at least in a negative sense. In any case; librarians began yelling at science publishers; while the scientists began yelling at the librarians–with no great effect in either case–because the ultimate truth was that neither the faculty nor the heads of university libraries or presses can yell at the top financial bosses on campus and keep their jobs;
