摘要：
The purpose of this report is to provide guidance for member states embarking on a nuclear power program for - establishing the regulatory body to which is assigned the responsibility for licensing stationary nuclear power plants; and organizing for and conducting the necessary inspections to ascertain that the conditions of the licences are being fulfilled by the designers, constructors and operators.
